| Every state, through its
department of education, establishes learning standards for each grade
and subject. These standards provide a framework of skills and sub-skills
that teachers use to ensure that each child is learning. In the areas
of reading, language arts, and math students are expected, by grade
level, to achieve certain basic abilities, as well as higher-order
thinking skills. These are tested on an annual basis as required by
state law and the federal law No Child Left Behind.
